ON EMPLOYMENT BOOKS OF WORKERS AND EMPLOYEES Decree of the Council of Ministers of the Union of Soviet Socialist Republics and the All-Union Central Council of Trade-Unions dated September 6, 1973 No. *** (Extract) 1. …Employment books shall be maintained in regard to all workers and employees of government, cooperative and public enterprises, institutions and organizations, who have worked more than 5 days… 4. Being employed workers and employees must submit to administration of an enterprise, an institution or an organization an employment book, being duly drawn up. 5. Employment without an employment book is forbidden… 6. In an employment book are entered: data concerning an employee: surname, first name, patronymic, date of birth, education, profession, speciality; data concerning a job: employment, transfer to another job, dismissal. Records concerning denomination of a job or a position, for which an employee has been hired, are made: as for workers - in accordance with denominations of professions, specified in the Unified rating and skills guide for jobs and occupations of manual workers; as for employees - in accordance with denominations of positions, specified in the Unified nomenclature of employees` positions, or in accordance with the schedule of positions and salaries; data concerning awarding and incentives: awarding orders and medals, conferring honorific titles; awarding and incentives for success in work, provided by the internal code of labor conduct and the discipline regulations; other incentives under the applicable legislation; data concerning discoveries for which have been issued diplomas, concerning inventions and innovation proposals being used, and concerning remunerations being paid therefore. Punishments shall not be entered in an employment book. 7. Administration must make an owner of an employment book aware of each record, being entered in the book (supplement), of designations, transfers to another job and dismissals. 12. Filling of employment books and supplements thereon shall be made in that language, which is used to maintain procedures at this enterprise, institution, organization. If the procedures are maintained in the language of a union republic or an autonomous republic, then an employment book shall be filled simultaneously in the language of this republic and in Russian language. 13.
